The encounter at the Douala Reunification Stadium was the return leg of the fixture which took place in Kampala on October 26.
Njoya Ajara, Ngock Monique and Falone Meffomettou scored for Cameroon, who now have to face Nigeria in the next round.
The game in February will be crucial for the two sides, as the winner will qualify for the Olympics as one of the two teams to represent Africa in the discipline.
The Summer Olympics will be played in Paris from July 26 to August 11, 2024.
